Can't PM anyone

At about 4:10 CMT while in the middle of some private chats I started getting errors PMing anyone (have tried 5 different active members in chat) that the user has me blocked. I've cleared cache with SF tab closed and reopened in new tab multiple times, and nothing changes.

Note that earlier this year a member did block me for a bit but I thought I was blocked for 2 more months because after they unblocked me it kept telling me they had me blocked.

Sometimes people have PM's restricted to people they are following.

If you send a message to multiple people and get a message like "you can not send a message to user x", if you just remove them from your PM, the other members should get the message.

Maybe I'm misunderstanding and there's some other issue going on, but that might be it.
