Chat: stated number of people vs. people in chat

Just curious, why does the chat bar say X number of people are in chat, but the number's always lower when you actually go into chat? E.g. the "chat" bar (bottom right of the screen) says 12 people, I go into the chat and there are 3 actual people. And that includes people who may be idle in chat. This is not a huge problem for me, but sometimes I click on chat because it looks like a good number of people are present. But sometimes it ends up being just me, no matter what the chat number says...

The chat number you see on the bottom of the screen is the count of how many people are available to chat- you can chat with 12 members and if click that number it is the names of who is online, with chat turned on, that are able to receive messages from you based on settings if you send a private chat message to them. When you click "chat rooms" it will show the chat room names and the approximate number of people in each room - maybe 3 in main chat and 0 in triggering - that number updates every minute or so , the big number of people online to chat updates every 10 minutes or so (which is how long it takes for somebody to disappear from the currently online list if they do not "log out" and just close their browser or go to a different site instead).

I don't usually go into chat, but I am available to chat. I guess it's easier for me to do that, so people can talk to me if they want to, as I usually don't have a lot to say when I am in chat. I like having this feature, because you can private message someone and talk to them live.

I really do to - is nice for somebody to just be able to message me directly if they want/need something (though if I ma on phone I never notice the PM until I log onto laptop - I need to try to remember to check for private chat messages if I am on phone).
