IQ should not change as measured past the age of 8 or so. Measurement of IQ can change with test conditions, psychological and physical factors. However, it is virtually impossible to overscore on an IQ test, you can typically only underscore.
So, you mentioned "standard error of measurement" what is this exactly?, I have an obvious idea of course, is this related to something called the "confidence interval"?

Also, what do you think of this quote, do you believe it to be accurate?

About score rise: When testing the same person under the same conditions, it would be rare to see a major change in score. However, if a performance obstacle is removed, a drastic increase is expected.
The person who said this is vastly more educated than I am, but I am not sure if her field is psychology (she has a Phd). Other people seem convinced my verbal IQ measures my true potential, but I need hard evidence.
